Fire Pump Testing in Ontario: What Property Managers Need to Know

Your Fire Pump Is the Heart of Your Building's Fire Protection System

When a fire breaks out, every second counts. Your sprinkler system, standpipes, and hose connections all depend on one critical component — the fire pump.
If it fails during an emergency, the consequences can be catastrophic.
That's why Ontario's Fire Code and NFPA 25 require regular Inspection, Testing and Maintenance (ITM) of fire pumps — and why property managers need to understand what that testing involves.
What Is a Fire Pump Flow Test?
A fire pump flow test verifies that your pump can deliver the required water flow and pressure during a fire emergency.
Under NFPA 25, annual flow testing must be performed at three points:
Churn (Shutoff) — No flow. Measures maximum pressure the pump can produce.
100% Rated Flow — The pump's designed capacity (example: 300 GPM at rated pressure).
150% of Rated Flow — Confirms the pump can handle surge demand beyond its rated capacity.
These three data points tell your contractor whether your pump is performing within acceptable limits — or whether it needs repair.
How Is Flow Measured?
Contractors use a pitot gauge inserted into the hose stream to measure velocity pressure. That pressure reading is then converted to GPM using the Freeman Formula:
Q = 29.84 × c × d² × √P
This ensures accurate, documented flow readings for your compliance records.
What Happens If Your Fire Pump Fails the Test?
A failed flow test means your building may not have adequate fire suppression capacity. This can result in:
Fire Marshal orders to remedy
Increased insurance liability
Potential building closure until repairs are made
Early detection through regular testing is always less costly than emergency repairs — or worse, a pump failure during a fire.
How Often Does a Fire Pump Need to Be Tested?
Under NFPA 25:
Weekly — Churn test (no flow), visual inspection
Monthly — Churn test with data recording
Annually — Full flow test at all three points
All tests must be documented and records kept on site and available for Fire Marshal inspection.
